Padma Shri Sultan Singh – Pioneer of Modern Aquaculture in India

Research, Innovation & Social Impact

Padma Shri Sultan Singh, a progressive fish breeder and visionary entrepreneur, has dedicated over three decades (33+ years) to advancing aquaculture, integrated farming, and rural development in India. His work at Sultan Fish Seed Farm (Karnal, Haryana) stands as a model of innovation, sustainability, and farmer empowerment.

His contributions are rooted in practical research, field experimentation, and large-scale implementation, making fisheries a viable and profitable enterprise for farmers.

Breakthrough Research & Innovations

Transforming Fisheries Through Field-Based Science

Climate-Resilient Shrimp Farming
  • Successfully reared Macrobrachium rosenbergii (freshwater shrimp) at temperatures as low as 8°C–20°C.
  • Conducted during winter (Nov 2004 – Jan 2005)
  • Achieved survival below optimal range (18°C–34°C)

A major breakthrough in cold-climate aquaculture adaptation

Early Breeding Innovation in Catla

  • Successfully bred Catla in March, instead of natural season (July–September)
  • Provided farmers 3–4 months additional production window and income advantage

Successfully bred Mystus aor in captivity

  • A species considered difficult due to natural breeding constraints
  • Significant contribution to species conservation and hatchery development

Achieved 8 tons production in just 7 months using:

  • Scientific feeding (3 times/day)
  • Behavioral training of fish

Compared to traditional

2.5–4 tons in 14 months

  • More than double production in half time.
  • A landmark in intensive aquaculture productivity.

Year-Round Breeding of Common Carp

  • Developed system for 12-month induced breeding
  • Eliminated seasonal dependency in fish seed production

Pangasius Monoculture in North India

  • First-time monoculture of Pangasius under non-ideal conditions
  • Successfully managed outside optimal temperature range

Expanded scope of commercial fish species diversification

Industrial & Commercial Innovations

Revolutionizing Fisheries as an Industry

  • India’s First Freshwater Fish Processing Initiative
  • Established freshwater fish processing plant in Karnal

Developed value-added products:

  • Fish fingers, cutlets, burgers, tikka

Utilized waste for:

  • Fish silage
  • Fish meal
  • Fish oil

Introduced circular economy in fisheries

 FISHBITE Retail Chain (Pioneering Concept)

  •  Launched exclusive fish retail outlets (like QSR model)
  • Locations: Karnal, Panipat, Rohtak
  • Products: Ready-to-cook , Ready-to-eat

Created direct market linkage for farmers

   Buy-Back Model for Farmers:

  • Connected 800+ farmers
  • Provided: Fish seed, Buy-back guarantee

Strengthened farmer income security and supply chain

 Integrated Farming & Sustainability Innovations

Maximizing Productivity with Zero Waste Systems

Integrated Fish–Dairy–Crop Model
  • Dairy waste utilized in fish ponds
  • Achieved: 52 liters/day (cows) , 23.3 liters/day (buffaloes)
  • Created multi-income farming system

Developed organic manure using:

  • Farm waste + slurry composting
  • Used in: Crops, fruits, vegetables, ponds
  • Promoted chemical-free sustainable agriculture
  • Utilized 4 acres of pond bunds
  • Crops:Papaya, Guava, Mango, Pomegranate, Amla
  • Increased income + improved microclimate for fish
  • Among first to introduce aquaponics
  • Grew: Capsicum, lettuce, cherry tomato, broccoli
  • Used floating systems over ponds

  Achieved

  • Dual income (fish + vegetables)
  • Zero waste utilization

Additional Innovations

  • Ornamental Fish Revolution
  • First in North India to produce ornamental fish seed:Angel, Molly, Koi, Goldfish
  • Reduced dependency on imports

 RAS Technology Adoption

  • Introduced Recirculatory Aquaculture System (RAS)

Benefits:

  • 100x higher productivity
  • Water reuse for 10–15 years
  • Land-efficient
  •  Future-ready Hi-tech aquaculture model

Transforming Lives Through Fisheries
